Technology Centre Systems Programme (TCSP)

Technology Centre Systems Programme (TCSP) was launched by Ministry of MSME for setting up 15 New Technology Centres (TCs) and to upgrade existing Technology Centres with the assistance of World Bank. The proposal was approved by Cabinet in 2014 for a period of seven years at an estimated cost of Rs. 2,200 crore (including World Bank assistance of USD 200 million). The World Bank funding was available upto 31.12.2020, thereafter the project is being implemented under Govt. of India funding. Further, the project has been extended upto September 2026 with revised project estimates of Rs. 2,402 crore.

These Technology Centre are being established to assist Micro, Small and Medium Enterprises (MSMEs) in their skilling and technological needs, specially in high end technologies. The TCs will be equipped with multiple cutting edge manufacturing technologies, such as CNC Machines, 3D Manufacturing/Additive Manufacturing, Laser / Ultrasonic machining, Robotics and Process Automation, Precision measurement/ Metrology equipment, for General Engineering and Automotive Sector, state-of-the art Electronics Manufacturing Facilities, Calibration and Testing Facilities for Electronic System Design and Manufacturing (ESDM) Sector. These Technology Centres will also provide skilled workforce to Industry by offering industry relevant training programme for youth. The geographically spread network of these TCs under TCSP project will support MSMEs in the following:

• Rapid absorption of latest technology: Enabling the MSMEs to access latest designing & manufacturing technologies to upgrade the processes and develop new products

• Readily available skilled workforce: Access to technically strong workforce with hands on experience on latest technology

• Improved Competitiveness of MSMEs: Enhanced network of TCs with latest technology will play important role in accelerating the growth of MSMEs in the manufacturing sector

• Promotion of Entrepreneurship & Innovation: TCs to support a conducive environment for entrepreneurs with incubation services, access to finance, technologies and skills

Program Overview

Ministry of Micro, Small and Medium Enterprises, Government of India had established 18 Technology Centres (TCs) earlier known as Tool Rooms (10 Nos) and Technology Development Centres (8 Nos) spread across the country to support MSMEs in various sectors of industry. The success of TCs in serving MSMEs coupled with Government of India priority for growth of MSMEs led to strong need to replicate the TCs at more locations across the country for benefit and support to MSMEs. Accordingly, the Government of India decided to upgrade and expand the network of MSME Technology Centres across India. With this background and objective, Ministry of MSME, Government of India is establishing 15 Technology Centers (TCs) and upgrading / modernizing the existing TCs under the Technology Centre Systems Programme (TCSP). The location of new TCs are Bhiwadi, Vizag, Rohtak, Bhopal, Puducherry, Kanpur, Baddi, Greater Noida, Imphal, Durg, Patna, Ernakulam, Sriperumbudur, Bengaluru and Sitarganj.

Objectives

(i) To improve the competitiveness of MSMEs in key manufacturing industries (ii) To improve access to advanced technologies & provide technical & business advisory support to MSMEs and (iii) To offer opportunities for technical skill development to the youth at varying level and to provide skilled manpower to industry.

Key Benefits

The Programme is expected to improve the competitiveness of MSMEs in key manufacturing industries across India by:

i. Facilitating improved access to latest manufacturing technology

ii. Improving availability and employability of skilled youth

iii. Establishing and providing focused business & technical advisory services

Sectors covered

Technology centres will strengthen the technical capabilities of MSMEs in Flavour and Fragrance, ESDM, General Engineering and Auto sectors.

Project Cost and Sources of Funds and Timeline

Total original estimated cost was Rs. 2,200 crore (including World Bank assistance of USD 200 million).
