TOOL ROOMS/TOOL DESIGN INSTITUTES (TRs/TDIs)
MSME-DO has set up 10 Tool Rooms in the country to assist SSI units in their technical upgradation by providing
good quality toolings to met the growing need and to assist SSI units with the assistance of
countries such as Denmark & Federal Republic of Germany who have provided the sophisticated
machines with latest technology. Some of the tool rooms have also been set up with the
assistance of UNIDO/ILO. These tool rooms are located at Indore, Ahmedabad, Ludhiana, Hyderabad,
Bhubaneshwar, Jamshedpur, Calcutta, Jallandhar & Nagaur. State Govt. run tool rooms are at
Lucknow, Delhi, Bangalore, Mysore and Goa. These tool rooms are equipped with latest imported equipments like CAD/CAM and
specialised CNC machines like CNC milling, CNC copy milling, CNC EDM-Sparkerosion, CNC wirecut, Profile grinding, Jig boring, Jig grinding, Vacuum heat treatment etc. to provide toolings of international standards at competitive rates.
With the above facilities, thesetool rooms serve the industries in areas indicated below:-
i) Design and Manufacture of diesand tools, mould, jigs and fixtures, gauges and tool components etc. (upto1 micron accuracy).
ii) Computer Aided Design and Computer Aided Manufacturing (CAD/CAM).
iii) Heat Treatment of all types of steels.
iv) Quality Control and Testing.
i) Industry based long term training for tool & die makers.
ii) Short term training for managers & supervisors to upgrade their knowledge and skill.
iii) Need based technical training for skilled workers/tool makers/machinists etc.
iv) Training in CNC technology, inspection, quality control testing etc.
Besides, a proposal for setting up a Tool Room at Guwahati in the North-Eastern Region is under process. Activities of monitoring and implementing of a scheme for setting up of CAD/CAM Centres at Chennai to assist small scale industries, are also under process.
Organisation
To execute the functions of the Centres/Institutes independently and for achieving the objectives these tool rooms/tool design institutes have been established as the Govt. of India societies. The management of the societies rests with the Governing Council which has been constituted by Govt. of India, Ministry of Industry. It has representatives inter-alia from Ministry of Industry and State Govts. The industrialists of respective regions representing different spectrum of industries are also members of the Governing Council. The General Manager/Principal Director is the principal executive officer of each society.

Central Tool Room & Training Centre (CTTC), Calcutta
Introduction
Central Tool Room & Training Centre (CTTC), Calcutta has been set up in the year 1977-78 by MSME-DO to meet the growing need of toolings in India and to assist SSI units. This Tool Room has been set up with the assistance of Government of Denmark and the land has been provided by the State Government of West Bengal. The total investment in the Tool Room is over Rs 20.00 crores.
Objectives of the Tool Room
(i) To assist SSI units in technological upgradation by providing quality toolings.
(ii) To increase efficiency of SSI units by providing consultancy and common service facilities in the areas of design and production of tools, jigs and fixtures, moulds & dies etc.
(iii) To design and manufacture precision tools such as Press Tools, mould and dies for metal castings, jigs and fixtures and special purpose tools.
(iv) To conduct long term training courses in tool and die making, machining and fitting and short term courses on related subjects to personnel working in the industries.
Management
The management of affairs of the Tool Room which has been set up as Government of India Society rests with the Governing Council constituted by Government of India. DC (SSI) is the President of this Society and Chairman of their Governing Council. Adequate representation to State Government, donor country and Industry Associations has been provided in the constitution of Governing Council.
Specific capabilities
The Tool Room is equipped with latest state of the art imported and indigenous machinery and equipment and is providing comprehensive and integrated services in Tool Engineering. It has high-tech capabilities in tool production, tool design and heat treatment besides providing consultancy services in the field of tool engineering and innovation for improved quality and productivity. The CTTC is focused towards the growth of Indian industries and is thus committed to undertaking product design and prototype development. The consistent high quality and precision orientation has been the main strength to the general engineering industry whether it requires quality moulds, dies and tools or precision components.
Some of the high-tech machines installed at the Tool Room are CNC 5 Axis Machining Centre, Rapid Prototyping Equipment, CNC Lathe, CNC Milling Machines, CNC Jig Boring Machine, CNC EDM Machines, CNC Wire Cut Machine, CNC Coordinate Measuring Machine, Computer Aided Design Section and Vacuum Heat Treatment Furnace etc. Sophisticated Management Information System including Computers, Networking & Peripherals has also been installed in the Centre for its better functioning.

CTTC, Calcutta is equipped for comprehensive and integrated service in Tool Engineering, state of the art leading edge technology in CNC, CAD/CAM, Precision Engineering, modern teaching aids, technological support & consultancy where mission is high degree precision & quality and steadily updating design & development which will excel at every level.
Well structured, modular, practically oriented 4 year Diploma training programme in Tool & Die Making with intake capacity of 40 is another focus area of CTTC. This Course in Tool & Die Making is approved by AICTE, Government of India and recognised by State Council for Engineering and Technical Education, West Bengal as equivalent to Diploma in Mechnical Engineering for job purposes. It has also been recognised by Government of Rajasthan, Technical Education Department for employment to the posts under the State Government where Diploma in Mechanical Engineering in the field of Tool & Die Making is the prescribed qualification. Institution of Engineers (India) has recognised this course as exempting from studentship examination. The target group for this training programme is candidates who have passed Matriculation or equivalent examination from a recognised University or Board with Mathematics and Science (Physics or Chemistry or both) with minimum 50% marks (40% in case of candidates belonging to SC/ST in aggregate).
Commencement period and fee for 4 Year Diploma Course
Session for 4 Years Diploma in Tool and Die Making Course commence in September/October every year. Details of admission dates are published in newspapers and the selection of candidates is made on the basis of merit through written test. Prospectus can be had from the Tool Room. Fee for this Course is Rs.9000/- p.a. Fee structure is subject to change and terms and conditions apply. The intake of candidates p.a. is 48.
Accommodation available for trainees
Hostel facilities are available for 98 participants.
Short Term Training Courses
Having realised the need to update the skills of the technical personnel in the industry, CTTC has launched numerous short-term courses - both regular and tailor made ones - to meet the specific needs of the industry. All these courses are regularly upgraded to keep abreast of the global technological advancements. The equipment installed in the Training Centre range from the conventional to the state of the art. In close consultation with the industry, the CTTC shall continue the thrust to develop specific tailor-made courses.

This course has been approved by AICTE, Government of India and recognised by State Technical Board, Orissa as equivalent to Diploma in Mechnical Engineering awarded by State Techincal Council of Orissa.This course has also been recognised by Institute of Engineers (India), Calcutta and the passed out candidates are exempted from studentship examination. The target group for this training programme is candidates, who have passed HSC/SSC or equivalent examination from a recognised University or Board with Mathematics and Science (Physics or Chemistry or both) with minimum 50% marks (40% in case of candidates belonging to SC/ST in aggregate).
Commencement period and fee for 4 Year Diploma Course
